Bartley Secondary School formed the first unit with 30 cadets and a teacher officer. &lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="color:#000066;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="color:#003300;"&gt;&lt;span style="color:#000099;"&gt;&lt;strong&gt;1960 - 1969 -&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Laying The Groundwork&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;2 Jun 1961&lt;/strong&gt;- The Police Cadet Corps Ordinance was enacted. All schools were given approval to set up PCC units. Siglap Secondary School and Serangoon Garden Government High School were the first to form such units.&lt;br /&gt;&lt;strong&gt;1963&lt;/strong&gt; - The PCC and the National Cadet Corps (NCC) came under the administration of the Ministry of Education (MOE) with the Director of Education as the Director of Cadet Forces and in the following year, the PCC recruited girl cadets. The NPCC band was also formed in the same year.&lt;br /&gt;&lt;strong&gt;1972 -&lt;/strong&gt; The "grey and khaki" uniform was changed to the present blue.1974 - The NPCC Council was established by an Act of Parliament.&lt;br /&gt;&lt;strong&gt;1 Apr 1975&lt;/strong&gt; &lt;strong&gt;-&lt;/strong&gt; The NPCC Council was inaugurated by the Minister for Education.&lt;br /&gt;&lt;strong&gt;1976 -&lt;/strong&gt; The NPCC Band recruited girl cadets.&lt;br /&gt;&lt;strong&gt;1979 -&lt;/strong&gt; The NPCC service medals and clasps were introduced for officers and a year later, Proficiency Badges were introduced.&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="color:#003300;"&gt;&lt;span style="color:#000099;"&gt;&lt;span style="color:#000066;"&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="font-size:85%;"&gt;1980 - 1989 -&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;span style="font-size:85%;color:#000066;"&gt;&lt;br /&gt;&lt;strong&gt;Manoeuvering The Ground&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;1980 -&lt;/strong&gt; This period of time saw many initiatives being introduced to the Corps: the proficiency badges were introduced in 1980 in the hope of generating greater interest and opening up avenues to challenge cadets to achieve and excel.&lt;br /&gt;&lt;strong&gt;1982 -&lt;/strong&gt; The NUS NPCC Unit was established in 1982 to allow ex-cadets to continue their involvement in the Corps.&lt;br /&gt;&lt;strong&gt;1983 -&lt;/strong&gt; The NPCC Pledge and NPCC March were introduced in 1983 and 1984 respectively to nurture a distinct NPCC Culture.&lt;br /&gt;&lt;strong&gt;1984 -&lt;/strong&gt; The objectives of the Corps was modified in 1984 to reflect the intellectual dimension and national concerns while retaining the traditional emphases.&lt;br /&gt;&lt;strong&gt;1987 -&lt;/strong&gt; Also, the NPCC Pulau Ubin Camp was officially declared open in 1987.&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="color:#003300;"&gt;&lt;span style="color:#000099;"&gt;&lt;span style="color:#000066;"&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="color:#003300;"&gt;&lt;span style="color:#000099;"&gt;&lt;span style="color:#000066;"&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="font-size:85%;"&gt;1990-1999 -&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="color:#000066;"&gt;&lt;br /&gt;&lt;strong&gt;Soaring Above The Ground&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;1991 -&lt;/strong&gt; NTU NPCC Unit was established in 1991. In the same year, the training wing of NPCC HQ assisted in the training of police officers in campcraft who were scheduled to go on their first UN Peace Keeping Mission in Nambia.&lt;br /&gt;&lt;strong&gt;1994 -&lt;/strong&gt; The Corps came closer to realize its dream to develop an NPCC Camp that could accommodate 750 campers when the Urban Redevelopment Authority leased to it a 26-hectare piece of land in Pulau Ubin in 1994.&lt;br /&gt;&lt;strong&gt;1996 -&lt;/strong&gt; The NPCC Mission Statement and Core Beliefs were formulated and adopted in 1996 to root the Corps in a strong and purposeful philosophy.&lt;br /&gt;&lt;strong&gt;1997 -&lt;/strong&gt; The most prestigious of the NPCC Badges - the SPF-NPCC Badge - was unveiled in 1997 and was awarded to 10 cadets in that same year during the NPCC Day Parade.&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="color:#000000;"&gt;The National Police Cadet Corps (NPCC) formed in 1959, has a membership of about 20,000 cadets. NPCC units have beenset up in 157 secondary schools, 2 polytechnics and 2universities in Singapore. PARADES&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;provided by Oon Jun Long&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;br /&gt;1. Functions:&lt;br /&gt;a. Official Opening of new school/building&lt;br /&gt;b. Founder’s Day, Speech Day, Anniversary&lt;br /&gt;c. National Day Celebration&lt;br /&gt;d. Total Defence Day&lt;br /&gt;e. Sports Day, etc.&lt;br /&gt;&lt;br /&gt;2. Location:&lt;br /&gt;a. Car Park&lt;br /&gt;b. Basketball Court&lt;br /&gt;c. Playing field/quadrangle&lt;br /&gt;d. Any other suitable place&lt;br /&gt;&lt;br /&gt;3. Number of Contingents:&lt;br /&gt;a. Only Guard-of-Honour Contingent&lt;br /&gt;b. Guard-of-Honour Contingent and Supporting blocks (uniform or non-uniform.)&lt;br /&gt;&lt;br /&gt;4. Number of participants in each contingent:&lt;br /&gt;a. Guard of Honour&lt;br /&gt;- 30 (Minimum), 36 or 42 (Maximum), must be in multiples of&lt;br /&gt;6&lt;br /&gt;b. Supporting Contingent&lt;br /&gt;- Number should be lesser than that in the GOH contingent.&lt;br /&gt;c. School band (If any)&lt;br /&gt;&lt;br /&gt;5. Parade Personnel:&lt;br /&gt;a. Parade Commander:&lt;br /&gt;An officer or Cadet Inspector. Rank of a Parade Commander should&lt;br /&gt;be the same or higher than that of other participants.&lt;br /&gt;b. Parade 2 I/C and Supernumerary:&lt;br /&gt;Optional&lt;br /&gt;c. Contingent Commander:&lt;br /&gt;One for each Contingent&lt;br /&gt;d. Parade markers:&lt;br /&gt;Two, one on left of dais for “Eyes Right” and the other one on the&lt;br /&gt;right of dais for “Eyes Front” for parade with march past.&lt;br /&gt;&lt;br /&gt;6. Attire:&lt;br /&gt;a. Guard of Honour Contingent&lt;br /&gt;i. Ceremonial Dress (Optional)&lt;br /&gt;ii. Working Dress (Officers at parade should not wear bush-jacket)&lt;br /&gt;b. Supporting Contingent - Working dress&lt;br /&gt;&lt;br /&gt;7. Weapons:&lt;br /&gt;a. Guard of Honour&lt;br /&gt;i. In Ceremonial Dress (Dress Number 1)&lt;br /&gt;- Sword (Parade Commander/Supernumerary of CI rank and&lt;br /&gt;above)&lt;br /&gt;- Rifle with sling preferably at Rusok (Cadets)&lt;br /&gt;ii. In Working dress&lt;br /&gt;- Cane (Parade Commander/Supernumerary)&lt;br /&gt;- Rifle with sling preferably at Rusok/baton (cadets)&lt;br /&gt;&lt;br /&gt;b. Supporting Contingent&lt;br /&gt;i. Cane or free hand (Contingent Commander)&lt;br /&gt;ii. Baton or free hand (Cadets)&lt;br /&gt;&lt;br /&gt;8. Salutes:&lt;br /&gt;a. Principal (optional)&lt;br /&gt;b. MOE Representative (Band does not play)&lt;br /&gt;c. Reviewing Officers (Band plays General Salute)&lt;br /&gt;&lt;br /&gt;NOTE:&lt;br /&gt;i. Reviewing Officer is given the second General Salute if only there is no March Past.&lt;br /&gt;ii. The Command “Hormat Panglima” is given to the Reviewing Officer who is a member of Parliament or above.&lt;br /&gt;iii. The command “Hormat Polis” is given only to the Reviewing Officer who is a Police Officer holding the rank of Commissioner or Deputy Commissioner.&lt;br /&gt;iv. For Hormat Senjata, preferably from Rusok.&lt;br /&gt;&lt;br /&gt;9. March On:&lt;br /&gt;a. No necessity for Right markers to take up position first.&lt;br /&gt;b. Supporting Contingents to march on first followed by the Guard of Honour (Action by Parade Commander / Parade 2 I/C)&lt;br /&gt;c. Advisable for contingents to halt on reaching respective positions (Action by Contingent Commander)&lt;br /&gt;d. Contingent Commanders to march beside respective contingent&lt;br /&gt;e. Parade markers to march on and take up positions then command for Guard of Honour to march on if given.&lt;br /&gt;&lt;br /&gt;10. Dressing (Action by Parade Commander or PC 2 I/C):&lt;br /&gt;a. Supporting Contingents: Close order, shoulder dressing (Arms length)&lt;br /&gt;b. Guard of Honour&lt;br /&gt;i. Close order in 3 ranks, shoulder dressing. (For inspection of front rank only for all contingent)&lt;br /&gt;ii. open order in 2 ranks (Back rank open order) and elbow dressing (For inspection of both ranks)&lt;br /&gt;11. Handling over of parade to Parade Commander (Optional)&lt;br /&gt;&lt;br /&gt;12. Inspection:&lt;br /&gt;a. Maximum of 4 persons including Guard of Honour&lt;br /&gt;b. Parade Commander walking beside and slightly behind the Guest of Honour and keeping in steps.&lt;br /&gt;c. At the end of inspection, Parade Commander to stop immediately after the last person and wait for the Guest of Honour to stand in front of him before saluting and thanking him.&lt;br /&gt;&lt;br /&gt;13. March past:&lt;br /&gt;a. Parade Commander and Contingent Commander to lend their respective contingents.&lt;br /&gt;b. Except for right markers, all others to do “Eyes Right”&lt;br /&gt;c. All commander to salute except parade Personnel carrying sword to do eyes right.&lt;br /&gt;d. Parade markers to march off after last contingent has marched past.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;14. Hint:&lt;br /&gt;a. Parade should not be made to form up too early, maximum of 3 minutes’ wait between arrivals of VVIPS to be given salute&lt;br /&gt;b. Fanfare (if any) for Guest of Honour should be timed to stop as soon as he / she is on the dais.&lt;br /&gt;c. Except for getting the parade ready for the March Past, all commands should be given facing front.&lt;br /&gt;d. parade Commander to accompany Guest of Honour from dais for inspection.&lt;br /&gt;e. the calling out of timing should not be to loud&lt;br /&gt;f. Parade Commander standing very close to the Guest of Honour should not shout when:&lt;br /&gt;i. Inviting the Guest of honour to inspect the Guard of Honour&lt;br /&gt;ii. Requesting permission for march Past.&lt;br /&gt;g. cadets receiving prizes in the hall need not wear head-dress&lt;br /&gt;h. First aider should should be on duty to evacuate causalities.&lt;br /&gt;&lt;br /&gt;***********************************************************************************&lt;br /&gt;Muster Parade&lt;br /&gt;&lt;br /&gt;A parade should start with the inspection of Uniform for all level.&lt;br /&gt;If a cadet wishes to either join or leave a parade, the cadet should ask permission&lt;br /&gt;from the squad commander.&lt;br /&gt;Cadets should not walk across a parade ground when drill is taking place when&lt;br /&gt;they are not involved.&lt;br /&gt;Arrange the squads in proper order before the officers arrive.&lt;br /&gt;The squad must be well disciplined in the parade square.&lt;br /&gt;&lt;br /&gt;Formation&lt;br /&gt;&lt;br /&gt;There must be a change of Parade Commander during weekly parade.&lt;br /&gt;Each P.C. must be in his best attire.&lt;br /&gt;Make sure that the parade is arranged in this way:-&lt;br /&gt;&lt;br /&gt;Those who are not in uniform&lt;br /&gt;NPG1&lt;br /&gt;NPB1&lt;br /&gt;NPG2&lt;br /&gt;NPB2&lt;br /&gt;NPG3&lt;br /&gt;NPB3&lt;br /&gt;NP4&lt;br /&gt;&lt;br /&gt;Dais&lt;br /&gt;&lt;br /&gt;Being a Parade Commander&lt;br /&gt;1. The PC must be informed one week in advance&lt;br /&gt;2. The PC must know the procedure well&lt;br /&gt;3. The PC must also know what is the programme for the day&lt;br /&gt;4. Every movement by a PC at a parade square must be smart and sharp. Sedia yourself after the officer had sedia himself/ Turn to your left or right so as not to let your backside face the officer.&lt;br /&gt;5. The PC must memorise the NPCC pledge&lt;br /&gt;6. The PC must collect all the attendance file from the squad commanders and know how to fill in the unit register.&lt;br /&gt;The next PC will be informed in a week advance by the Head Training. The procedure will be then brief to him. The programme for the day will be given to the PC after a meeting by the training members with the knowledge of an officer.
